SALARY :
R1 251 183 per annum (Level 14), (All-inclusive package). The packageincludes a basic salary (70% of package), and a flexible portion that may bestructured in accordance with the rules for Senior Management Services(SMS).

REQUIREMENTS :
Successful completion of Pre-entry Certificate for SMS as endorsed by theNational School of Government (NSG). Bachelor’s Degree / Advanced Diplomain Public Administration/Development Studies / Law (NQF Level 7). A Master’sDegree will be an added advantage. Five (5) years’ relevant experience at asenior management level. Job related knowledge: Knowledge in Projectmanagement. Programme management. Strategic capacity and planning.Budgeting. Expenditure reporting. Monitoring and evaluation. Strategicplanning. Human resources management. Financial management. Supplychain management. Job related skills: Networking skills. Project andprogramme management skills. Team management. Interpersonal relations.Budget forecasting. Computer literacy. Problem solving and decision-makingskills. Time management. Business skills. Communication skills. Organisationskills. A valid driver’s licence. Willing to travel.
DUTIES :
Ensure the investigation and implementation with regards to restitution of landrights (pre-settlement). Coordinate research reports in terms of rule 3 and rule 5.
Ensure valuations undertaken. Lead and manage negotiations linked tosettlement models. Ensure legal compliance. Develop Section 42d’s in termsof the Restitution Act. Ensure efficient risk management and implementation offinancial controls and manage financial and corporate administrative services.Provide inputs to the regional risk register. Manage province specific risks.Ensure adherence to financial controls. Lead the research in respect of specialprojects such as expropriations and legislations emanating from land reformscomponents. Research special project. Ensure compliance to Section 42E.Provide inputs with regards to the drafting of legal documents in respect ofRestitution Act, regulations and policies of the commission and ensurecompliance. Manage provincial specific litigation. Ensure effective complianceadherence. Ensure that restitution projects are included in municipalitiesindependent development programmes and align priorities and financialresources. Participate in provincial and municipal Intergovernmental Relations(IGR) structures. Provide input to municipal and provincial developmentplanning and programmes. Ensure that Rural Economy Transformation Model(RETM) and / or relevant sector strategies are factored in all settlements.Coordinate settlement negotiations and packages linked with RETM.
