SALARY

R1 057 326 per annum (Level 13), (All-inclusive package). The packageincludes a basic salary (70% of package), and a flexible portion that may bestructured in accordance with the rules for Senior Management Services(SMS).

REQUIREMENTS :

Successful completion of Pre-entry Certificate for SMS as endorsed by theNational School of Government (NSG). Bachelor’s Degree in Geomatics /Cartography / Surveying (NQF Level 7). 5 years experience at a middle / seniormanagerial level in Cadastral Survey enviroment. Job related knowledge:Cadastral Survey. Technical System. Cadastral Spatial Information.Performance management and monitoring. Government systems andstructures. Government decision making processes.

Programme setting process. Understanding of the management information and formal reportingsystem. Dealing with misconduct. DUTIES :

Formulate and maintain training policy and standards. Manage thedevelopment of training policies and standards. Manage the coordination oftraining and development policies and programmes. Manage the developmentof Recognition of Prior Learning (RPL) tools. Manage the assessment qualitystandards and procedures. Manage the preparation and updating of trainingmanuals and lectures. Manage the preparation, updating and production oftraining manuals. Manage the preparation of lectures. Manage the updating oftraining manuals in accordance with operating procedures and in line with theGeomatics Industry and Institutions of Higher Learning. Manage the QualityCouncil for Trades and Occupations (QCTO) standards as both theDevelopment Quality and Assessment Quality Partner. Manage all training andassessment centres. Provide provision of training to internal and externalclients including internship.

Manage the facilitation and presentation of trainingand development interventions for all Departmental staff. Manage thefacilitation of In-Service Training programmes of Candidate GeomaticsTechnicians. Manage the facilitation of linking Candidate Professionals to theIndustry for training towards registration to different categories with SouthAfrican Geomatics Council (SAGC) and South African Council for Planners(SACPLAN).

Maintain training records. Manage the record keeping of studentresults, cources attended and attendance needs of Pupil Geomatics Officers(PGOs). Manage the preservation of the PGO training manual volumes inaccordance to the QCTO. Manage the administation of Special BursaryScheme. Chair the Special Bursary Committee. Formulate and update specialbursary policies and contracts. Manage the recruitment process of bursaries.Manage the day to day administration of the Special Bursary Scheme. Liasisewith Institutions of Higher Learning. Serve in Geomatics and Urban andRegional Planning Curricula Advisory Boards at various Institutions of HigherLearning. Manage the student mentorship programme.

Develop and manageimplementation of training programmes according to the Branch training needs.Determine training requirements. Manage the facilitation and implementationof skills audit results. Identify skills enhancement opportunities for NationalGeomatics Management Services Branch components. Internalise newdevelopments on all matters related to land administration, including the LandSurvey Act, Sectional Titles Act and Survey Regulations. Identify skillsacquisition needs in line with the new technologies. Identify the training needsof facilitatiors, assessors and moderators.

Monitor and evaluate training anddevelopment outcome within the Branch. Conduct regular meetings withprovincial coordinators to ensure the successful implementation of skillsdevelopment within the Branch. Monitor and quality assure the implementationof training and development plan within the Branch. Conduct monitoring visitsat training sites. Compile and submit quarterly reports on training anddevelopment. Discuss training and development challenges with lectures,coordinators and management with a view to address to challenges throughremedial actions.

Maintatin the Geomatics Officer Occupational Qualificationaccreditation status. Liaise on behalf of the Department with QCTO andOccupations and the South African Qualifications Authority (SAQA). Prepareand submit quarterly reports to the QCTO on matters related to the PGOQuucpational Qualification. Maintain the development quality pratner statuswith QCTO. Maintain the assessment quality partner status with the QCTO.Manage the development of Unit Standards for the PGO Programme. Managethe updating of the PGO curriculum.
