SALARY :
R1 057 326 per annum (Level 13), (All-inclusive package). The packageincludes a basic salary (70% of package), and a flexible portion that may bestructured in accordance with the rules for Senior Management Services(SMS).

REQUIREMENTS :
Successful completion of Pre-entry Certificate for SMS as endorsed by theNational School of Government (NSG). Bachelor’s Degree or AdvancedDiploma in Public / Business Administration / Management (NQF Level 7).Bachelor’s Degree or Advanced Diploma in Economics Sector, DevelopmentEconomics, Agricultural Economics, Rural Development (NQF Level 7) willserve as an added advantage. 5 years’ experience at middle / seniormanagerial level. Job related knowledge: Understanding of corporategovernance principle. Ability to implement performance management andmonitoring systems. Knowledge of government systems. Job related skills:Ability to communicate effectively across a wide spectrum. A thoroughunderstanding and practical experience of project management. Analytical andproblem-solving skills. Facilitation and coordination skills and experience.Experience in implementation of goals / plans including monitoring, trackingand reporting status toward goal completion. Excellent analytical and problemsolving skills. Ability to think conceptually when analysing data and designingconcept to modify corporate policies, procedures and processes. Presentationskills- comfortable creating and communicating compelling arguments formodifying a course of action. Computer Literacy. A valid driver’s licence.Willingness to travel. DUTIES :
Facilitate the integration of planning, resource allocation and performancemanagement of outcomes of the Provincial Office through the CorporateGovernance Framework. Facilitate the issuing of Planning Framework by theDirectorate Strategic Planning for all Provincial Shared Service Centre’s(PSSC’s) and monitor PSSC’s planning process. Analyse the DistrictIntegrated Operational Plans and ensure alignment with the DRDLR AnnualPerformance Plan (APP). Analyse Provincial Integrated Operational Plans andensure alignment to the District Operational Plans. Ensure approval (signingoff) of all Districts and Provincial Integrated Operational Plans. Lead thedevelopment and implementation of consistent corporate performancemonitoring and evaluation to focus on the delivery of Provincial Office AnnualPerformance Plan outcomes. Ensure robust governance, effective decisionmaking, value for money and appropriate benefits are achieved throughcorporate activity, policy and strategy frameworks. Monitor monthly andprovide written reports on the functionality of Provincial Governance
Structures. Randomly attend the Provincial governance structures as part ofmonitoring functionality. Provide professional advice and support to the ChiefDirector: Provincial Office in Community participation, Community planning,corporate and operational planning, program performance reporting, corporateproject, policy, strategy and infrastructure development and implementationand corporate governance development and implementation. Provide quarterlyreports identifying performance risks and recommending intervention plansand improvement for operational efficiency and performance improvements.Prepare bi-annual integrated operational plan performance reports clearlyidentifying trends, areas requiring policy and systems improvements. Provideprofessional advice as when the need arise and especially when risks areidentified. Provide assistance with the initiation, management, coordinationand the implementation of strategic corporate projects. Provide assistance toChief Director: PSSC Coordination to initiate and coordinate theimplementation of strategic corporate (cross-provincial service centres)projects to improve the Provincial Service Centres ability to meet strategicoutcomes and service delivery objectives exercising appropriate discretion toachieve required outcomes. Integrated strategy, operational and performancemanagement functions, frameworks and systems, including recommendationsfor strategic resource allocation at provincial level. Monitor the performance ofthe identified DRDLR key programmes and facilitate sharing of best practicesand lessons learnt by provinces through the existing Departmental governancestructures. Monitor implementation of Standard Operating Procedures inimplementation of the Department key programmes (obtain reports fromDirectors, analyse and produce bi-monthly reports. Establish and maintaininternal and external networks to monitor trends and best practice in corporategovernance. Identify institutions that will be part of the networks for theDALRRD and have a report approved by the Chief Director and facilitatedevelopment of relationships and networks with those institutions. Ensure themaintenance of these networks and ongoing relationships. Benchmark with theidentified institutions so as to get best practices and learn lessons from theseinstitutions once a year. From benchmarking develop a report on proposedcontinuous improvement. Develop integrated operational plans performancereporting system. Monitor all Provincial performance against the approvedintegrated operational plans monthly. Request and get monthly reports fromDirector’s. Analyse the reports (performance reported against plans, reasonsfor variance and proposed intervention plans). Consolidate monthly theProvincial Performance to one (1) Integrated Operational Plan performanceplan.
