SALARY : R1 057 326 per annum (Level 13), (All Inclusive remuneration package)

REQUIREMENTS :
Applicants must have an appropriate three-year Bachelor’s Degree inEducation, Humanities or Social Science or an equivalent qualification (NQFLevel 7) as recognized by SAQA with at least five (5) years’ experience atmiddle or senior management level in the Education sector; A relevant postgraduate qualification with a track record of research in rural education will bean added advantage. The position requires a proactive person with strongconceptual, strategic and leadership skills, as well as proven managementability; Sound knowledge and understanding of rural contexts; Extensive andrelevant knowledge relating to the work of Provinces within the Basic Educationsector; Extensive knowledge of education policies; Understanding of local,regional and international instruments and cutting edge thinking related to ruraleducation for development within the areas of Project Management; Excellentcommunication, inter-personal and writing skills are vital; Experience of highlevel strategic processes, human resource, performance management andfinancial management; good computer skills including MS Word, MS Excel andMS Power Point; ability to work under pressure; and a valid driver’s license andbe willing to travel extensively.
DUTIES :
The successful candidate will be responsible for managing the development,implementation and evaluation of policies, strategies, projects andprogrammes that relate to the provision of quality education in rural schools;Developing, implementing and monitoring the Rural Education Framework toensure the provision of quality education in rural schools; Managing thedevelopment and implementation of rural education projects; Coordinating,monitoring and supporting activities within the sector that promote effectivecurriculum delivery in rural schools; Harnessing Information andCommunication Technologies (ICTs) to strengthen information access andteaching and learning in rural schools; Coordinating and supportingprogrammes that promote recruitment, empowerment, well-being and retentionof teachers in rural schools; Managing inter-provincial and inter-departmentalprogrammes for rural education; Providing strategic leadership in securingeffective partnerships with Academic Institutions, Research Organisations,Development Agencies, International Organisations and NGOs that supportrural education.

Allshortlisted candidates for SMS posts will be subjected to a technical exercisethat intends to test relevant technical element of the job, the logistics of whichwill be communicated by the Department. Following the interview and thetechnical exercise, the selection panel will recommend candidates to attend ageneric managerial competency assessment (in compliance with the DPSADirective on the implementation of competency based assessments). Thecompetency assessment will be testing generic managerial competenciesusing the mandated DPSA SMS competency assessment tools. Theincumbent will have to sign an annual performance agreement as well asannually disclose his/her financial interests and be subjected to a securityclearance.
